[求助]我的房子能要回来吗？
各位房产律师高手：
我将单位（吉林油田）分给我的房改房于2000年买给孙某，当时签了协议，做了公证，房产证在孙某手里。但是至今还未过户（原因是油田不充许职工拥有两套住房，房子无法过户到他的名下）。他占用我的名字，使得我也没办法再买油田新盖的房子，因此我现在想把房子收回来，有几点疑问：
1、能否通过法律手段把房子要回来？成功几率是百分之几？
2、如果通过起诉能要回来的话，是按当时的交易房价返还房款还是按现在房价？是不是要赔偿对方？
3、私下里，双方签了一个承诺不过户的协议，该协议是否有效？是否影响要房？
4、如果我到房产局把原来的房照挂失，再申请新的房照把房子再卖掉，会违犯什么法规？

甲方将位于吉林油田百南区刘某夫妻共有楼房欲卖给乙方，双方本着平等自愿、等价有偿、协商一致的基本原则达成如下协议，以便双方共同遵守：

三、自公正之日以后所有费用由乙方承担，如果在未过户之前油田向住户收取水、电、暖、闭路费等费用在甲方工资中扣除时，甲方持相应的有效票据向乙方索取。
四、该房屋的过户费税由乙方承担。相关手续甲方协助办理。
五、此协议是双方自愿达成的，如果一方违约自愿赔偿给对方所造成的实际经济损失。
此协议一式三份。甲乙双方各执一份，市公证处存查一份。
